Anyone ever used IM Ultimate Outsource Directory?

I'm looking outsource some work and I found Howard Tiano 'Ultimate Outsourcing directory'. I am wondering if anyone has purchased this product and what their feelings are.

Is it good?
Is it bad?
Or just plain Horrible and to be avoided at all costs!
