It has nothing to do with whether or not you're planning to buy a domain-name.

You can have a free blog, on free hosting, anywhere like 000WebHost, or Freehostia, or Byethost, and they'll give you a free subdomain just like Blogger does. You don't need to buy anything to do things wisely and safely rather than riskily and dangerously.

Use a free WordPress blog, on free hosting, to get started. There are hundreds of videos on YouTube to tell you how to make a good blog with WordPress, and there's free help and support all over the web!

I'd recommend against using blogger to build a site that you're not serious about. Too many of those blogs get deleted on a whim with no chance of appeal. I had a great blogger blog up with lots of good content and they deleted it without notice, taking all my great content with it - and no chance to appeal - just got automated messages every time I tried to contact someone in support. And no unfortunately I didn't have a backup of my content being that I was just posting blog entries on the fly, so I learned a hard lesson from that experience: BACKUP EVERYTHING (random posts and all) and DO NO trust BLOGGER with my business! That said, I'd recommend you try wordpress.com (free) or better yet wordpress.org (self-hosted)

You can find cheap domain on Godaddy + find cheap hosting. Yes, you can do it with blogger platform, but I'm sure better use WordPress that hosted in your hosting service will be much better option. The key is you need to fail to learn something. Hosting/year + domain/1st year can be as cheap as less than $20-40. That is huge step before you could do other thing especially online marketing.

First get off of Blogger and go with Wordpress. With Wordpress, you can hire a Wordpress expert who can customize a theme for you and make it look like a *real website instead of a blog. Got you gotta put your work in too though. Get on your grind and search for them. You will have to get a real domain name too. Hope you got one in mind.
