How we promote a business in multiple cities?

I have a website and want to promote in multiple cities with target keywords.
Services in delhi
Services in Mumbai
Services in Kolkata
Services in Chennai
Services in pune
And 15+ more cities
Can anyone suggest me what process I use to execute this campaign.
1. Please suggest me website design.
2. SEO plan to get rank on those keywords.
3. Content writing guideline
Note : I have only 1 local physical address.

    1. The webdesign depends on what niche are you into. A site has to be both user friendly and good looking.
    2. The SEO plan also depends on the keywords that you are using. You will have to include them in the article you write, to use them as tags and so on.
    3. The content also depends on the niche or target of your site. But in general lines the writing has to be clear, ideas organized into paragraphs, you need headings to brake the block of text, you need keywords inserted in the text, and the most important the text has to have a clear structure.

    Quality content.

    Youtube videos for each. - back links campaign to videos from various social media

    Embed vids on pages inside siloed pages.

    PO Boxes or abandoned properties used as business locations in various cities...or pay someone in each city for address.

    Add g00 - maps to pages for city locations.

    Reviews on G place for locations

    Other reviews - paid or not

    Quality content on each page

    Blog network to help back links

    Citations

    Paid traffic Adwords or others

    Analyze.

    Split test

    Keep working to improve.

    Expect to commit time and/or money. Outsource.
