Want to start a directory

I am almost finished coding a local directory site with good features .I want to put into a domain and publish it in my country, but not sure whether i should target only my local state or the whole of my country.
As for filling it up, i can fill it with some software almost all the data ,so i am thinking what would be the problem if i launch it countrywise.
I have a small team of telemarketing and a friend who has a seo team as partners.
I want to also know what kind of keywords should i target now for seo ?

    From my experience, Google gives more traffic to the same content if it is on many small more tightly-focused sites, than if it is all on one big site. They like relevance, so it makes sense that they would give more traffic to content the more tightly-focused the site is.

    Obviously, that would mean buying more domains, so you have to make some compromise between having vast numbers of domains, and having everything on the one site. I think by State might be a good compromise, possibly splitting some of the more populous States such as Southern-California.

    Splitting by state will also make it more likely that you can find more relevant domain-names with the state in them, although that can be done even better for cities . . . there are more than one IM method specifically on local directories saying to buy sites with the name of each City, or even smaller areas, so it might be worth considering that too.
