Referral Operations Help

I am trying to set up a referral business. I pretty much have the marketing side of things set, my only issues comes in with the operations side of the business.
Current plan:

1. Customer contacts me
2. Make an appointment with the customer
3. Sell lead to service provider
4. Follow up with customer

I need to come up with a better system. I want to make the appointment setting step smoother. I can't set up an appointment without knowing if the service provider will be available. I also do not want to tell the customer I will call them back.

Do any of you in the referral business space have any suggestions as to how to fix this issue?
