Online lead distribution & billing software?

I have an online lead generation project for small local businesses (generate leads using PPC). Is there a software (free/paid) that does per-lead billing (paypal/credit card) and email distribution of leads to businesses based on their location and weekly budget (e.g. 10 leads/week)?

Although this seems like a fairly common application, I've looked high and low, but couldn't find any solution that comes close to doing.

Any pointers to this would be very helpful

I use boberdoo. com. Not cheap, but works great with lead distribution. Has automated billing in each lead buyers admin section, great tracking, and more reports/features than I have needed to use yet.

If you decide to use this and need any help with installing, or setting up lead buyers let me know.

Boberdoo is pretty good at what it does, but a bit limited, and as Scot says rather expensive. My company (leadsfactory.net) has tried just about every lead generation and lead distribution system out there.

Most did what was "said on the tin", but we later discovered a number of serious shortcomings. It was possible to only setup a few different types of lead campaigns, or they worked out very expensive to use.

Then, two years ago, we discovered Instant Leads Generator, which we got real cheap. It allowed us to setup an unlimited number of campaign types (vital in our business of lead generation), and distribute leads to buyers instantly by email, and to each buyer's back office.

There were all sorts of bugs with the software at first, but the Australian guy we bought it from found a great team of programmers who sorted them all out as well as adding lots of features we needed.

In fact we fell in total love with the software, and ended up buying the entire business from him in November 2009!
