Scriptlance.com - This site is a little low quality but gennerally lower prices as well
Elance.com - i use this one mostly, costs a little more, but has good results (well the results for myself have been better on average).

Regardless of what site you go on, 1) don't get pressured into choosing a provider (some of them hardsell via pm, might even state they have started the project already etc), and check out their history, make sure they have good reviews across the board.

Another option is by visiting internet marketing forums ( can't freely mention here i guess ), but you can find them through Google.

If the services you are looking for are related to articles writing, minisite design, backlinks services, social bookmarking, etc..then these forums are a great place to find cheap services.
