Any legit white hat reasons an SEO would set up two blogs on the same IP as main site?

Trying to understand why I would be advised to set up two keyword specific URL blog sites on the same IP address as main site.

My consultant had me purchase two keyword specific domains. Post blogs, ping, tweet, and anchor text links back to main site. He then instructed me to start link building the two blogs sites.

He set up these two blogs on the same IP address as the main site. When I discovered this I confronted him. His response was...

"Your overreaction to the IP issue is predicated on the assumption that you're pursuing blackhat SEO strategies. It is a prophylactic measure in the case of "shady" linking strategies, not a general necessity. Post-2012 widespread shared hosting made any algorithmic IP-based penalty unenforceable. It could be a red flag in discrete models used to analyze spam (blackhat SEO) but DOES NOT play a role in generalized ranking strategy. We began this as a whitehat mininet, designed as a content hub with social bookmarking & directory links. In this capacity you have no problems."

However, it seems to me that the process was a simple PBN from the beginning, fatally flawed from the start. Just trying to figure out if I am overeating, or if I am dealing with gross negligence or incompitance.

Is there a legitimate white hat strategy here?
If so, shouldn't he have advised me of the IP address issue when he sent me to forums to look for link building packges?
