Google+ question

I just created a Google+ account and wanted to add people to circles, from a comma eliminated file. I was under the illusion that this was possible. I don't seem to see any way to do it though. I have two options, one from Yahoo and another from Hotmail. A continue button, and nothing else. No create circles or add to circles or anything. What the hell? I have seen where you can add people to circles, so why is that option not available to me?

I have looked online, but didn't find my answer. Can anyone help?
