Usually off the top of your head you can think of a few sub-niches of interest.

Research those in things like Magazines to see what articles are published for the sub-niche to find more refined ideas.

Once you have a few narrowed down sub-niche ideas you can use those as seed keywords for deeper keyword research.

Fitness -> Weight Lifting, Running, Skiing, Yoga

You look at some magazines and see articles that suggest further sub-niches like:

"How to recover from a weight training injury"
"How to train for your first marathon"
"Best ski vacations everyone should take"
"Should you get your yoga trainers certificate"

So you get the idea for these sub-niches for further research and seed keywords:

    weight training injuries
    marathon training
    ski vacations
    yoga teacher training

That's just one example because I think magazines are a good source of niche ideas. They do a lot of research of what their market wants because their income depends 100% on giving their niche what it wants.

    You can also look at:
    Best selling books/products on Amazon
    Google trends
What is being advertised on TV
    etc

Tools, as I take it you mean, really come into play when you have some niche ideas and start looking for keywords. Google has their interface and there are a number of 3rd party kw research tools.

You can also just enter random words into a kw tool to see what comes up. But that can be hit and miss if you don't already have a knack for finding keywords.

Edit: I could have saved myself some typing if I saw salegurus' reply. He put it much more succinctly.
