Maybe I knew this at one time, but I've forgotten. If you're trying to rank well for 2 keywords like:

"blue widgets"
"cheap blue widgets"

will backlinks conatining the anchor text "cheap blue widgets" offer value for both keywords? In other words since the 2nd kw phrase contains the first, is it enough to pursue backlinks for just "cheap blue widgets" or is there some added value/advantage to having backlinks with just the text "blue widgets" as well?

While they can help each other, you do have to somewhat think of them separately as well, and you may find yourself ranking better for "blue widgets" than "cheap blue widgets" or visa versa.

Yes, I believe "cheap blue widgets" will offer some value for both. However, I would not neglect using them separately to link back to your site. When linking rotate the three anchor text varieties you mentioned.

Thanks. Is capitalization in anchor text an issue at all, i.e. Blue Widgets vs. blue widgets?

No, it is not an issue.

And yes, you should create links with both keyphrases for best results.
