Calling all graphic designers!

I've been trying to find a way to do some photo conversions into lineart then vector and so far have not been able to come up with anything. Been using elance to hire few people and have them do the work for me but I would like to learn how to do it my self and not rely on others.
Could someone please give me some tips on how I can go from this to that.

    First of all, the image your working with can be cut in half, flipped & joined for a finished image. My point is, you only need to vector half the image then go back & tweak, example add the steering wheel.

    Google silhouette vector tutorial keywords for whatever software your using (Inkscape, Illustrator, etc...).

    How much are you paying freelancers on elance? I'm sure that image was hand traced.
