Two weeks ago I had some people jerk me around on some web work, lock me out of their site and stop communicating. I sent them a Paypal invoice for the work I'd already done,which they knew was due immediately. When they didn't pay I sent out reminders. I figured I could at least send them reminders twice a week for the next year or two. Today I get a message from Paypal that the people I billed cancelled my invoice. How can they do that? I can unDerstand if they disputed it, but how can they cancel it? I thought I was the only one who could cancel an invoice I sent out?

    They can definitely refuse to pay an invoice. This is not like a direct payment, what i mean is you can send an invoice to anyone with a paypal email, but they don't have to pay it.

    You can send bills to anyone, but the buyer should pay the bill. You are not a Police to recovery from a theft person. Even Paypal won't help to the Police.

        If they are refusing to pay your only options will be to sue them or eat the loss and move on.

        Why do you want to keep sending them the bill over and over and over if they are ignoring you? Psychologically it will go nowhere but drain you. In the future you might want to consider sacrificing bit of profit and using intermediary or escrow type service to guarantee you get paid, until you get to know new client.

          Saw this on paypal's forum, buyer can cancel billing agreements but not invoices. The seller cancels the Invoice. Probably would have been more expedient to contact tech support at paypal with this question.

    You should take that as a lesson. There is absolutely NO reason to start working without at least a 50% deposit upfront, especially in this line of business.

    Hi there,

    I believed that both ends have the ability to cancel any invoice. Payer has the option to pay or not to pay or just ignore any invoice sent to them even if you send them a million reminders for next couple of years. And Paypal can't do anything about it even if you dispute it to Paypal specially on your case you sold them your "service" and not a physical product.

    So next time, make sure you get an upfront payment or just 50% before even starting on a particular project. .

    Hello rhinocl,

    I have gone through your problem and understood it. You may contact to paypal community or on paypal toll free numbers. But before connecting with paypal representative you should collect all the information.

    1. Have you made communication with client ? If yes then take all the screenshots of your communication and dealing.
    2. Take a image of your work that you did for the client.
    3. Talk to paypal representative.
    4.They will ask to submit all the details on your paypal account.
    5. Do that as they say.
    6. Paypal will verify all the details.

    If you win the situation, Surely than you will get payment.
