Question about outsourcing telemarketing to the Philipines

I've been lurking here for a while now and I just have a question about outsourcing telemarketing work to the Philipines.
So, I have hired 2 guys to set appointments for my business here in Canada. They are hard working and have a strong work ethic. I want them to call potential residential clients in my city through Skype. I was just wondering how they would be able to do that without a phonebook ?
