Adwords Conversion Tracking

After examining my Adwords account over the past two weeks I had discovered that the tracking within Adwords was off. I compared the conversions on Adwords with those on Analytics and the discrepancies were astounding. I called the Adwords helpline and they had told me that discrepancies were quite usual and to read their support blog for further explanation.

After reading those articles I can't help but disagree. How would Analytics track 286 conversions for a specific behavior over the last 7 days and Adwords only report 13 total conversions over the entire campaign (Since early 2012). The numbers do not add up for me.
In Fall 2013 my company had restructured their website. Conversions on Adwords had dropped from 473 > 13 a month. However, Analytics shows no significant drop in tracking.
I have triple checked that the correct Adwords/Analytics accounts are linked. I have no idea where the issue could be happening.
Anyone have an idea as to why this problem is occuring?
