Forums is all I could think of as well. Make sure to read all the rules of the forum since you can easily get in trouble.

Facebook ads may be another option since you can hyper target the traffic to a specific location.

I'm sure you could easily build a list with a traffic source that allows this type of traffic like ppv, 7search, etc

Visit Twitter and type something like "lottery coach" in the search bar and then follow the people who are following them. Also search lottery forums on Google.
