What's the best place to find a Smartphone App Developer...?

Hi Warriors...
Just keen for you guidance on the best place to find a freelance Smartphone / Tablet App developer... I realise it's a jungle out there and I respect your opinions.

    I have created a few apps and sourced developers from India, Eastern Europe and Uk. I have found you get what you pay for. Cheaper talent tends to be lower quality and can ultimately cost you more in the long run with changes and time delays. You could try searching peopleperhour.com or elance.com though be sure to look closely at the portfolio. Try to find someone who has created an app that performed well in the app store itself. Ask for number of downloads etc...download the app yourself and see how it performs. Another way to search is look for an app you like and just google who developed it then reach out to that developer. This works well as you find a developer who has already done something similar to what youre after.

    I would recommend elance.com or odesk.com

    Find those who have good ratings and reviews. Look at their number of completed tasks/jobs and the response they got. If you find someone reputable, then contact that person and tell about your project, ask about the project duration/cost and then finalize the project accordingly.
