Where to Start with Media Buys?

I want to start testing traffic generation with media buys, but I want to start with a super low budget of like $50, to simulate a newbie situation. This way I know for sure that it is profitable even with a small investment. I know that usually you pay for media buys per thousand impressions so where can I go to find website owners who are willing to sell ad space for a super low cpm, and also have a decent unique daily visitor rate? Any suggestions would be great, thanks!
