Depends on what you want to (pre)sell.

A helpful hint is that if you want help you need to give more details. Both questions I've responded to from you are absolutely unclear about your intentions.

Wow, that's a broad question. Firstly do you mean individual affiliate program or are you asking what's the best affiliate network. LinkShare for example is an affiliate network that offers over 2,500 individual affiliate programs.
Here's a list of affiliate networks:
    1. LinkShare
    2. Commission Junction
    3. ShareASale
    4. Amazon Associates
    5. Google Affiliate Network
    6. ClixGalore
    7. PeerFly.com
    8. ClickBank
    9. MaxBounty
    10. Neverblue.com

This list includes networks for physical product, digital products and CPA(cost per action) PPA (pay-per-action) PPM (pay-per-impression), PPL (pay per lead), PPS (pay-per-sale), and PPC (pay-per-click).

So first you need to decide what you'd like to sell: physical products, digital products or other types of offers eg leads/ sign ups to free product trials.
If you decide on selling digital information products for instance. you'll want to pick a profitable niche. Perhaps something you're interested in, passionate about or have some knowledge about. Then you can pick an individual affiliate program. to have confidence in selling it you'll want to pick a quality product. You'll want to know that there is a good funnel with up sells and side sells. You'll want to know the % commission and the rate of refunds.

That should be enough to get you starting to ask better questions

    There isn't one.

If you tell us your traffic source, how you plan on making money, previous experience, etc we can help give you advice on what might work for you

There is no "right" answer to this question my friend. You have all sorts of programs out there at varying price points, from low ticket (a couple bucks) all the way up to high ticket items (many thousands)

An example of a solid low ticket affiliate program would be 5 Dollar Funnel (costs $5 or $20 to join)

An example of a quality high ticket program would be Karatbars that has a fee requirement of $100 all the way up to $1700.

Pick your niche, choose your pricepoint, there is no best answer to your question. Does that answer your question lol?
