Membership Website Help ?

Hello. My friend wants to start a membership website which is a chat cam website. I mean she wants the website to allow people to sign up for a membership to be able to chat with other members using webcam and she wants this system to be with website i mean webcam chating.

She wants to make this website as a dating websites but she wants a webcam system to be integrate with the website as she wants member to pay money if they wants to sign up

We actually wants to know the approximate price that this website will cost for domain name and webserver and designing the website and all things that can comes with this website. without marketing prices please because we are going to setup the marketing budget after making this project


Please if you can include some of the programing languages that this kind of website require and other things that required for webcam system. and who can design all these stuff. As i hope you guys to give us approximate price for this project because this is very important
