How to evaluate 20 yo website?

Website is in travel niche (information about Berkshire county, MA). It has 825 ref. domains, 78 .edu BLs, 47 .gov BLs, 53 wikipedia BLs. Site is making around $100/month (content is outdated). Traffic is mostly from US.
I think, that evaluation based solely on the generated income or costs of the similar backlink profile isn't appropriate. Similar caliber websites tend to make ~$2.000/month.
My question: how would you evaluate website that is 20 years old? Where is the upper limit?
