Perhaps see if there is a demand locally for web designers in particular area's? Adding the keyword for the area will likely bring your cost down and might boost your conversion rates.

Local demand is very low. I have been servicing big cities around north america for years and it will likely not change

    Hi Aldo:

I bid on word like "web design miami". This prove to be quite expensive. OK so I tried other terms such as - web programmer, web developer, web engineer. PPC was still high, but I some jobs paying $30 per hour or more. Sadly, my PPC went up. Please add that there was a collapse in programmer prices. Right now there are many web designers on FIVERR and they are getting a lot of work from small companies. Here is my guess. I see big firms jumping in. Result will be a collapse in prices. I got a lot more work on FIVERR years ago. Competition is beyond belief now. Alas, you will get less than minimum wage.

I charge $650 minimum pricing and have no problem getting 2% conversion rate from traffic sent over to my website from craigslist, where you get a bunch of script kiddies charging $100 for a website (their a bunch of jokes and dont even know how to be professional or sell). my ad posting is partially automated so i do and invest nothing to get customers but I am tired of getting flagged and ghosted, and I have no problem buying 500 visitors a month for the keyword web designer in USA and Canada.

I think i will have a similar conversion rate, and I should have at LEAST 5 buyers according to my old stats, since everyone I've ever sold to is out of my local area.

If your focus truly is "google adwords," as you said, then no, "web designer" is not targeted enough. Don't you think there are many, many folks who are looking for a web designer but have absolutely no interest in Adwords? I do.
You'll be paying for clicks from people that don't want what you offer.

Be more specific about who you are targeting.
