emailing campaign systems

Hello all,
I started now browsing mailchimp and looking for other providers.

Does somebody know a service that provides this:

- I create a campaign with daily / weekly / monthly emails
they are all predefined.

- now when a new user joins he starts to get those emails automaticly
like:

* welcome
* promo1
* promo2

and when another user joins the list, even if it is after 1 month he will still get the same mails.

Any ideas?
