Actually this question is related to Subnet Masking. Hope you have a little know-how about this subject. It is a common phenomena in the field of networking.

Class A IP Address contains 24 bits for the host and 8 bits for the network
Class B IP Address contains 16 bits for the host and 16 bits for the network
Class C IP Address contains 8 bits for the host and 24 bits for the network

    Q) I am a layman, don't talk me in the language of bits?
Alright well lets forget about the number of bits and all that stuff. Here is what you can tell by knowing the class of IP Address.

Class A IP Address: It means 2^24-2 computers can exist on a same network.
Class B IP Address: It means 2^16-2 computers can exist on a same network.
Class C IP Address: It means 2^8-2 computers can exist on a same network.

The whole topic can be a little confusing but feel free to tell me if you did not understand what I just wrote above.

    Class A is 1 to 126
    Class B is 128 to 191
    Class C is 192 to 223

And there are also Class D and Class E Addresses.

The 127 range is reserved for loopback and three other ranges are reserved for private networks - 10.0.0.0, 172.16.0.0 to 172.31.0.0 and 192.168.0.0

Check IP address classes for more info

don't think it matters so long as it is unique but Class C is all you are going to find these days, if you can find any as IPv4 addresses have pretty much run out which is why people are moving to IPv6 at the moment. Typically from a webhost you will be able to buy a Class C address, you won't get anything else
