When i want to create a gmail account, it says you have created many account so, you do not have permission to create gmail account now.

This is your fault. Google doesn't allow you to create so many accounts under one ip.

  Can I ask how many gmail accounts you have created. I have 20+ gmail accounts and I have not seen this message. I read somewhere that you can have unlimited gmail accounts but they must be created over time...ie a few days in between account creation.

  I'm not sure if this is "legit"....
  
  But, you could disconnect your modem and router and let it reset your IP, then try again.
  
  If this doesn't work, you could create a new account after going under an anonymous IP. (google "anonymous IP", there are a bunch of websites)
  
  Last resort would be to try to create it under a VPN, such as "Hola". It's a Google chrome extension you would need to install.

I wasn't aware there was a limit. How many have you created so far?

If you're hoping to create a LOT of email accounts to use for SEO software (like GSA) then you will be far better off using a different provider.

Even although some SEO folk are very wary of using Gmail for fear of being 'spied on' I'm of the opinion that this may be verging on paranoia, but then if you creating accounts purely for Seo software why take that risk?

If you really do want more gmail accounts then grab a free proxy / vpn browser plugin and use that to get a fresh IP address when creating a new account.

turn off you PC and modem for 2 minutes. Then try again.
if you are not able to create other accounts try with another PC, in another adress.

Are you sure you have logged out of your other Gmail account as well as anything associated with it (Google search, Adwords, Google+, YouTube, etc.)?

Go and get a VPN like HideMyAss or private proxies to cloak your IPS to create the gmail accounts. Use disposable $1Twilio phone numbers for the phone verifications. Make sure to use different browser profile for each account as well if you really want to cloak the fact that you are using multiple accounts.

It it not possible bulk Gmail accounts right now. Because google requires phone verification while creating Gmail accounts. In that case, if you want to create multiple account, you must have multiple phone number to create those accounts. So, Bulk Gmail not possible in 2015
