Advertiser allows URL redirects for this link?

What does it mean when looking at a publishers page in commission junction, and it says,
"Advertiser allows URL redirects for this link". Are they talking about an Iframe, where I can have their site show, with my domain name in the browser window? They don't allow bidding on their trademark name, or use of their url. But it doesn't say anything about direct linking. So what are they saying?
Thanks Glenn

They're talking about allowing you to redirect traffic from your site to their offer.
Instead of having a link on your site to their offer that shows as, andozers,com/tracking/linkid=4343 and so on..
Most webmasters will want the link to show as:
    mysite,com/go/offername
Where the "offername" folder on the domain will contain a simple PHP or Meta Redirect- Redirecting the users to the offer page.

There are a few reasons this is done:
    1) Tracking. By having the user "redirect" to the offer from a page on your server you get to track click throughs. You can also use this redirect page to pass subid information into the actual affiliate link for further tracking.
    2) Clean Links. No one really wants to click those obnoxiously ugly rover links ebay spits out.
    3) Give the user the feel they will be staying on YOUR site if they click said link. (Its a trust factor)
