    Your best bet is to use Wordpress. Checkout youtube and you'll find thousands of quick and easy install tutorials.

    Please do not pay anyone to install wordpress for you, that would be a complete waste of your money.

    Do you have any idea about the HTML & CSS? If you know how to use the HTML, you will be able to do this work.All content will be in the HTML psage the CSS arrange the page. These are the two most used & usable platform to make can Page, If you do not know how to use these two platform, you can learn from the youtube or, s0me other apps, Thansk

    Why not start a blog? Or if not a blog, then consider a Wordpress website that is easy to maintain... and easy to continue to build whenever you need to make changes - or additions.

    Or you can hire someone to do it. That's the simpler path. But it's always good to learn how to do it yourself also.

    There are many ways to do it... If you want an easy life, sign-up with blogger or wordpress then create an instant blog/website using available templates. There are also lots of free web hosting around that provides 'free account', some may even have free webpage creator feature. There are also lots and lots of web builders around both online and via stand-alone software, a simple drag and drop or a WYSIWYG (What You See Is What You Get) web builders... HOWEVER, I strongly recommend to get your hands dirty and do some efforts to learn web design from a basic HTML to a more advanced PHP - this way you can do whatever you want, you're not bound to limitations and you can also use your skills for freelancing and your own online business.       It might seem obvious that you need/want a website, but my question to you is have you researched your niche thoroughly, selected keywords you want to target, researched your competition, and selected how you will proceed after your site is built? How will you communicate with your site visitors? Do you have an offer you can provide to build your list? Do you have follow up emails written?

      While you don't have to have all of these done, you should have the majority of them done before you begin building your website.

        Wordpress is great! I'm so glad that I spent the necessary time learning how to set up WP blogs and websites. I count this as one of the best invesments (of time) I've ever made. Dive in and have a go. As previous folk have already said, there's plenty of free information and how to videos available online.

        However if it's just the one webpage you need, you could download Komposer for free > KompoZer - Easy web authoring

    try to learn and do something yourself to start, after that you may seek outsource it.

    wordpress.com i s a free place to start, as word press is very popular to power some big websites, i suggest you should be familiar with this.

    youtube is the place to start to learn how to use word press, or you may try to find some free course on udemy

    by the way, after the learning curve, to the stage of you decide to do self host, most host company will let you install wordpress, is a very easy automatic process.
