      Give Upwork.com a try. It's completely free to post a job there. You'd be asked to attach a payment method only.

      If you are looking to hire contractors on part-time basis, I'd suggest you to create an 'hourly' job and go from there. Upwork gives 3 types of options to the buyers:

      -- To hire freelancers with lowest rates
      -- Hire a mix of experience and value
      -- Pay higher to most experienced freelancers
