The Top 6 Animated Video maker and editors that just come on top of my head. This is just my personal top 6 that i tried using but wasn't really good at using any of them as i am not a very technical type of person.
Give these a try but if you want to just make 1 or 2 animated video then what i normally do is go on to fiverr and pay someone to get it done for me. it saves me time and its not much and its done better then i can ever do even if i spend days.

    1 GoAnimate
    2 CrazyTalk
    3 iClone
    4 Toon Boom
    5 PowToon
    6 After Effects

I like Article Video Robot for its ease of use and the free Windows Movie Maker for simple editing or inserting captions in videos

You really don't need to spend a lot of money on programs. There are some excellent suggestions on this page. I would also recommend simply using Powerpoint to create some pretty cool animated effect with graphics. Besides the usual powerpoint letter type graphics you can also use a background and add characters, and with a few of the effects within the program you can make some pretty cool and engaging presentations.

If you are just starting out I would suggest seeing what options are out there without spending too much money since you don't know yet what might be best for you. One of the most important things for me is the ease of use, and I like programs that do not take too much of my time.

There are a lot of options and a lot more interesting ones coming out on the market soon.

    Great suggestions in this thread.

I use Pow Toon and am very pleased with the results.

While it does have some animated elements, I do not consider it a video animation program.

I like simple: Chris Chicas suggestion in using Power Point for simple animations is right on.

There are many simple animations you can do with Power Point.

Also: Camtasia allows you to do simple animations. There is a bit of a learning curve, but if you are making video tutorials, IMHO there is none better!

But for simple, simple: Windows Movie Maker is great. And if you have a Mac, Imovie.
