I'm considering putting up a niche local business directory. What software should I consider?

I saw a WSO for this listed here but it was sold and closed.

Please point me in the right direction to learn.

    there's many good Wordpress theme to do that and also some plugin
    I know there's free one and most are around 60$-100$
    just googl "best wordpress directory theme"
