How do you market in a foreign language

I was wondering if anyone knows how to make your site in a foreigh language go to page one of google. Does the pratice of article writing work for other countries other than english speaking countries? It seems the directories I have been hearing so much about (ie. ezine) do not accept foreign languages. So how do you market your site in a foreign language other than google adwords and good SEO?

Anyone?
