Warning: This is just off the top of my head and I could be TOTALLY wrong on this...

This doesn't answer your question, but one thing you might want to consider doing is offering a "how to use PLR" product alongside your actual content. The free PLR content will then merely serve as a sample of what you're offering.

The reason I say this is because if you JUST offer free PLR content, you're getting people taking advantage of your offer who don't mind that thousands of others have the same content. And your really serious PLR buyers are going to be more interested in limited licenses. As such, some of these more serious buyers will shy away from your offer ... UNLESS you also offer something else useful (or unless they just grab the content to see the level of quality).

Again, totally off the top of my head and it may be completely wrong. Maybe it's even worth testing.

p.s. To answer your question..

What you actually offer is going to depend on the niche and who you're targeting. For example, if you're targeting those who're new to purchasing PLR content, then it's very likely they'll want things that are easy to edit, such as text-based products.

If you're targeting a niche where there's already a lot of video or audio, then you might offer content in those formats.

In other words, look to your prospects to get a feel for what they're already buying and what needs they might have. (I know, I know... the reason for this post is to assess those needs -- but you didn't mention for which markets you're creating PLR content.)
