Outsourcing Article Writing, one or two contractors?

I am not the best writer yet and I am ok with it. I am planning on outsourcing content creation.

So I am thinking about one of two options:

Option A:

Got to upwork/freelancer and find two people:
First person is cheap-ish researcher who can find content, create draft copy, basically write probably worse than I can.
Second person is editor who can read the First person's draft and make a pretty out of it.

Option B:

Find someone who can do both, preferably an American or Canadian, or a Brit.

Which option is the best, considering your own experience with outsourcing writers, have you had much success on freelance websites?

Here is what I am trying to accomplish:
- I need someone who can take on a topic, do research, and write a rough draft for me to approve. It doesn't have to be pretty. I just want to make sure that topics I need are included. Roughly 700-1500 words.
- Research is the most time consuming part. But if i am paying a professional editor per hour to do my research, i don't want him to spend hours doing "monkey work" - research.
- I am trying to save money here, at least to get me started with content creation. I am swamped with work (my full time job is web development), I will hardly have time to research. Most of my research happens while I am on the toilet.

What's the reasonable rate for decent copywriter/editor? Per hour? Per word? I really get abstract quotes here, from $100 per article (1000 words) to 10 cents per word.

IDEALLY I want to find a group of student-writers who will earn/share revenue from their articles at some point. But that's for the future.

Thank you for your input.

EDIT: the industry is Internet Marketing for [brick and mortar] Small and Medium Businesses.
