There is a JV section on the Warrior Forum but don't expect many Warriors to be tech experts or CPSC graduates. The best way may be to locate a tech forum and reach out to a few individuals you think suites best...why don't you go to your local University Facebook Page and post a public post with a creditable incentive?

Anyone worth their weight in expertise with software development knows how much their time is worth with the market now. Also either you pay them or you show what real value you can offer; if it's just an idea then it's a low chance anyone would do a JV when ideas are man.
