The google has a blog site called Blogger. You can use the Blogger at free of cost. Besides the Blogger Wordpress has a free version. You can use anyone which you like most. If you want to use the blog as commercial purpose, you can buy a domain & hosting. Thanks for your advance.

Start and play around with Blogger (Blogspot) and Wordpress (Wordpress .com). Once you've become proficient and are ready to drive traffic and make money with a blog.... get a Wordpress .org blog, and start designing and writing for your new blog.

Here's a tip that will save you a lot of tears and frustration later on.......

Build your blog around existing traffic (ie., existing demand/interest)

Investigate your audience members first and figure out where they hand out online

Get an idea about what content is HOT in your niche and work from there...

Doing it any other way will leave you frustrated and would make you quit blogging.

Over 95% of blogs fail..... Don't become part of that statistic.

Hi,
a cool blog platform is to get a .blog website. They are free and the domain name looks real cool in my opinion.

You could also checkout Wordpress. You can get a .wordpress.com site for free which you can transfer into a blog (blog themed).

Otherwise, there is still blogger you could check out!

So first of all, you should be ready to that it can take you a lot of time before it'll be possible to monetize blog. You've already received good advices about how to create blog (I'm agree with Blogger). Discover what you are good at ,what you are interested in ? this can help you to write a blog. And if you are just starting and you are probably on tight budget then I suggest you to go with blogger and apply for google adsense later so you will save some money.
