You can build a wordpress website with a free theme. There are many available out there, just do a google search. The selection of theme will depend upon how you want to structure your website. So, if it's just the "creation of website" that is holding you back, cheer up because you can get it free.

You need to do your own reasearch and choose the one which best suite to you, if you thinking about website creation wordpress is way to go because it is pretty simple and you have huge support community threfore if you stumble upon some on some problem it is highly possible that you are not first and problem will be solved.

You have a lot of "how to do" tutorials on youtube and these wordpress sites look pretty professional.

I personally suggest doing this:

1. Find out what options you have in internet marketing (for example affiliate marketing, seo service, CPA....)
2. Make initial research about each option and how it works (for example affiliate marketing)
3. If you have very high interest or knowledge about one of those options, then start with it
4. Test the option you choose for few months to see whether you can make some money or not
5. If you don't success with that option you can try other options

There're a plenty of free courses on creation the websites, and of course it would be great if you learn it. But the question is do you have time and patience for it? If so - great.
Other alternative way - there're a lot of free online website builders, but of course quality of the website created by you via such services will be questionable.
As for me, I would hire a freelancer but would save money on the theme by purchasing it in WordPress and just customizing it.

Firstly, do you think it all worth spending your time & money to learn how to build a site, & without knowing if you able to get your return profit/lost? freelancer will only burden your expenses and slow your production. I agree with Lokki08, by finding alternative in internet marketing, instate of digital marketing which is more conventional way. you should start building your internet business without depending on others help such as designer. Most importantly, find your internet marketing mentor, and not some web-guru, or so to claim internet blue print sure works... Internet claims can be as easy as $0 dollar. Sorry to say that,, i was conned many times from those sites.... so stay smart, think smart

If you want to promote products online, then yes, you need a website and hosting for it.

Regarding website software, I recommend you install Wordpress. It's a free CMS and it has plenty of free themes. You don't need to learn coding at all.

Regarding hosting, there are plenty of reliable free hosting packages you can find by simply searching on Google. A few I know are Byethost.com, 000WebHost and Freehostia.

But these are just the technicalities of an online business. You need to find out way of making money with your website. What products will you promote? How will you drive traffic? What niche do you want to dive in? etc.

I suggest you first think about these questions rather than how to set up a website. Setting up a website is both easy and inexpensive (or even free), but finding a way of making money is a lot more difficult. It's like worrying how to name your company without first knowing what the company will do to produce money.

Nowadays you don't need to have coding skill in order to build a website. It can be as simple as drag and drop to create a powerful website. WordPress and Weebly are the examples.

There are basic things you must do to make money, no matter what the exact technical method or strategy it is that you use.

Picking a "magic bullet" is not going to work.

Going in with an "I'm going to get money from the internet" attitude is not going to work.

Solve a problem for a specific group of people that they want solved, and solve it well. Then you'll make money.

One thing that was worth it to learn for me was to learn how to make imacros script, it's very simple and it's totally worth it. No need to learn coding, for those stuff, you can hire freelancers.

Sounds like you have a dilemma going on inside of your brain. Honestly... maybe you should go offline for 3 days and walk and get some fresh air. I know learning how to sell something online can be tough. But it's not worth your sanity, health, and happiness in life. When you come back online, try ebay or fiverr first.
