I am from Bangladesh.I have a design service website where i sell all kind of graphic design service.I need a valid PayPal to get payment from my buyer.What is the best advice?

If paypal does not allow your country then you need to find alternative forms of payment. You might have to get your own merchant account

  The problem isn't paypal - it's the banking regulations in India.
  
  You can get a stealth paypal account
  
  You are advising a method which violates PP terms of service - but also would be in violation of the banking law of his country.
