Online advertising catalogue

I'm thinking to try to make some form of a online ad section
there all the local shops in my area can reg. for a account
and advertise their weekly offers and such.
Like the flyers you get on offers in your mailbox (snail mail).

But, I'm not sure how to proceed.
Maybe I could setup a blog that did all that.
I don't really know.
Any suggestions...?

    You could set up a moderated forum, and only allow the business' to signup and post, with text and images for their offers. The general public would just have viewing priviledges.

    You could set up a separate sub forum section for posting for the general public if you wanted to.

      I had plans for a local forum too.
      I have been looking into another existing forum for the neighbor town.
      It looked OK with not to much moderating of both users and posts.
      I was planning on a bit bigger forum for the 6 towns in my area.
      But, I will need local sponsors to get money for the hosting of it.
      A local savings bank or a big employer perhaps.

      Maybe I make a subforum there the shops can place their offers.
      That could be a traffic booster.

    If you know PHP you can easily modify wordpress to do that. If you don't try a wordpress plugin like: Article Directory
    That's an article directory but you could probably use it for other purposes too.

    When you setup the page, I'd get a list of mail addresses of all companies and mail them regularly with valuable content how they can increase their online exposure.
