Starting a marketing crewing "agency" in South Pacific - Manage other freelancers

I don't know exactly what to call it, but I want to start my own "team" to do Internet Marketing services.

I will be moving to a South Pacific Island nation where the cost of living is about 1/2 the USA (not quite as cheap as SE Asia but close), and the average people make very little, but there is a high degree of computer literacy and decent high speed internet available.

Now, I've been out of the internet marketing game for a few years, but I used to own my own AdSense and Amazon Affiliate websites that made some money, mostly just beer money level. But I am familiar with Fiverr and such. There was a WSO called Arbitrage master or something, which I got and which allowed you bulk search Craigslist and Fiverr to match up jobs.

I was thinking of doing something like that except I would hire local people where I will be living, like people with graphics art training, or just teach them some simple SEO tactics, train them what to do and then I would "manage" them by feeding them jobs. Heck, I could probably take popular Fiverr jobs and replicate them once I have a stable of "employees" who have gotten a particular skill down.

The thing is, people in this country often do not have credit cards and thus often have difficulty accessing PayPal (maybe it has changed but was the case when I was there a few years ago). Either way, even if they could go off and do what I teach them themselves, hopefully my management and coaching and being the sales-person going out looking for jobs will be enough to justify my %.

Anyone done anything like this? Good resources to get started? Tools that you would recommend that I could setup and then get the equivalent of click monkeys to run productively? Management software?
