Are premiere Paypal accounts still available?

Had a friend wanting to upgrade his personal Paypal account to a premiere account. The only upgrade link was to upgrade to a business account.

Anyone know if premiere is still available and how to upgrade to it instead of a business account?

    A business account is pretty easy to get these days.

    I have both - a personal and a business paypal account.

    go for a business account ,It takes the same time as you take for setting up a personal account
