What qualifies as "co-reg" for CPA offers?

I've noticed a lot of CPA networks say, "no co-reg, or incentives" allowed.

What exactly do they mean by that?

Let's say I was doing plumbing cpas...and my funnel looks like this:

1. Facebook ad

2. Squeeze page

3. Free Report--"7 ways plumbers rip you off--and how to avoid it"

4. Thank You Page>>CPA offer

5. Email follow-up>>CPA offer again

Would that be considered co-reg, and giving incentives?

    No. A co-reg is when a person optins into 1 form, but they are signing up to multiple lists. If you were sending co-reg optins that means your optin would have signed up to the cpa offer and other offers at the same time by filling out 1 form.

    Most networks do not allow this because essentially, they are sharing that 1 lead with multiple list owners.

      So I take it an opt-in freebie doesn't count as an incentive either?

    Is it an incentive?
    The reason they do not allow incentives (when so specified) is because the advertiser wants quality leads which are highly interested in "their" product / service. By you offering incentives, they'll be paying for less "targeted" leads which will reduce their ROI on advertising.
