If I were to build a website and add pics to it that I buy from a place like Dreamstime or something and then sell the website, does that count as reselling the images as well?

    I suggest you place the same question in a lawyer forum. These things tend to be tricky.

    Probably not as it is used in a derivative work. If you are allowed to use it to produce a thing (book, website, etc.) then most likely you can sell that product. Else there would be very little point in selling an image without the rights to use it in a work.

    Read their license terms.
