Need some advise with...

I need some advise on a DVD I have. I want to give it away
FREE but charge for S&H.
My question is:

Is it a good idea to start promoting it now before it is produced
or should I wait and produce it first?

If you're accepting a payment from someone, you better have a physical copy of it.
