    All the same:
    You can do cross promotions with other owners. People have to surf your site and theres (100 pages or whatever) and get a prize. If you both have LFMTE scripts you can get a mod that automates this
    If you want to get 300 to 500 people buy a sub game from Timtech.
    Use startpage ads on popular TEs, some of these are very cheap
    Surf other exchanges with your squeeze page inviting them to join your list or directly join your site with special incentives...
    Have a recruitment drive. Have each member use a special squeeze page that is a membership drive and give a prize to the one who does the best at recruiting for you...
    Just be creative and you should be fine, but again, traffic exchanges do not really work for the members
