outsourcing the cold calls

I have a list of potential customers. Now I need to outsource the cold-calling. The goal in the end is to set up appointments. Hopefully, at the end of the appointment stage, the potential customer will be willing to buy what I am selling.

I was thinking of hiring people from the Philippines to do this work because they seem to have good American accents. Since I have never done this before (outsourcing the cold calls that is) what is the best way to pay them for this work? What is the best way of setting this up? It would be good if there was some kind of incentive to set up an appointment vs. just collecting an email to drop into the Sales Funnel.

So - what does one do in this situation?
=> Do you pay a base rate and then pay extra for setting up an appointment?
=> Do you pay a base rate and then specify quotas for setting up appointments?
=> Something else ???
