Would like assistance and / or advice RE: Dating Website Creation

Although I have been a member for several months, I am just now deciding to ask for some much needed help and/or advice. As a newbie, I am not sure where to go from here. I am interested in creating a dating website membership business, but would need help in all areas such as, which membership software or web host should I use. I have the name and concept chosen, but that is about it. My budget is somewhat of the shoestring type, but I do realize it will be necessary spend some money to get started. Thanks, in advance, to any and all help offered!

what sort of price you charging for membership?

I am thinking, possibly, $9.95 for a 30 day trial period, $19.95 for a month to month rate and $9.99 a month, if paid in full, for a year's membership.
