Best Way to Promote Large Affiliate Payout Program ($1500/sale)?

I am working with a few other people on a program that would offer a year long class to a small number of students for a relatively large sum of money. One of the ways we have discussed promoting it is by using an affiliate program but I am not sure if this would be a good approach? We've determined a marketing budget in the mid five figures is about right and if we ran an affiliate program and paid $1500 for each confirmed enrollment that would work with our budget.
My question is does this make sense for an affiliate program? I've often read that it is just as easy to promote an expensive product as an inexpensive one but this is not your typical sales letter/click the buy button product. We are building a large group of very credible people for the project and the website is great but the prospective students will have to apply and there are limited spaces (more like a college program then a weekend seminar).
Anyone who has done something like this before or just general input on the approach would be greatly appreciated. Thanks!
