Power Lead System Question

i have a question about power lead system

i am told that it does not offer double opt-in

so my questions are (1) If I put up a "Please Confirm" page after their "I am not a robot" page" can I have PLS send an immediate letter to their email after they click "I am not a robot" and have them then go to the page I want them to go to from the email link?

and Question (2) can I send out immediate broadcasts through PLS without them being in my email lineup ?
