What is the best traffic generating program/strategy

The headline says it all.

What is the best program you took that has worked to drive you tonnes of traffic? or your own strategy that works.

I will start, however this is time consuming.
1. Try to market to 100 sites (Social bookmarking, articles, Q/A, video, social networks, forum)
2. Set up a stats program and Track it
3. Repeat the ones that are getting you success

I dont want theory, I want stuff that you have had success with a program or strategy?

No need to go through all that, it depends on your situation.
PPC is the best at generating traffic in terms of volume because all you have to do is pay for it.
