Email service that doesn't require opt-in?

I apologize if this has been covered already, but I searched and couldn't find it.

Is their an email service like mailchimp or icontact that doesn't require opt-in or allows you to use third party lists?

We have VERY targeted lists of 800-1500 email addresses of x widget buyers and want to send them emails, but I can't find a service that lets you use third party lists.
